Buying or Selling a Used Car in the UAE: How Ownership Transfer Works

A used-car sale in the UAE is not done when the money moves. It is done when the ownership transfer goes through the traffic system and the car is registered in the buyer's name — and until that moment, the seller still owns every fine, every Salik crossing and every liability the car generates. That is why the transfer process deserves ten minutes of understanding before anyone shakes hands.

The good news is that the process itself has become genuinely simple, and in Dubai the whole agreement can now be signed from two phones. Here is how it works, what it costs, and the two deadlines people miss.

Everything below was checked against the official government pages on 10 August 2026, with Dubai's RTA process as the worked example. Fees and rules change — the official links through this article, and the list near the end, are where the current version always lives.

The shape of the transaction

Whatever the emirate, an ownership transfer is the same three moves: the seller clears the vehicle's fines and signs it over, the buyer insures it in their own name and — for most used cars — passes a technical inspection, and the authority issues a new ownership card (Mulkiya) in the buyer's name. Both sides identify themselves with Emirates ID or UAE Pass.

In Dubai, the RTA's change-of-ownership service wraps the first half of that into an online Sale and Purchase Agreement: the seller starts the application, enters the buyer's details, and both parties sign electronically — the buyer gets a signing link by SMS and email. No joint visit to a service centre is needed for the agreement itself.

The seller's side

  • Log in to the RTA channel of your choice — website, RTA Dubai app or Dubai Now — with UAE Pass or your traffic file details.
  • Select the vehicle and pay any outstanding fines; the transfer will not proceed over unpaid fines.
  • Enter the buyer's details, sign the agreement electronically, and choose how to return the plates if the buyer is not keeping the number.
  • After the transfer, the insurance on the old policy does not simply evaporate — the service issues an insurance refund certificate you can take to your insurer for the unused months.

One habit worth copying from careful sellers: before listing the car, run a fines check and settle everything. A buyer who discovers a fine mid-transfer has, at minimum, a reason to renegotiate.

The buyer's side

  • Sign the agreement through the link you receive, and pay the transfer fees.
  • Insure the car in your own name before registration — the seller's policy does not transfer with the car.
  • Put the car through the technical inspection at an authorised centre, unless it is new enough to be exempt.
  • Complete registration and collect the new Mulkiya and, if needed, new plates.

If the car is financed, there is one more actor: the bank. A mortgaged vehicle needs the mortgage released — or formally transferred to the buyer's financing — before the ownership can move. Build that into the timeline; it is the step most likely to take days rather than minutes.

What it costs in Dubai

From the RTA's current fee schedule: the ownership transfer for a light private vehicle is AED 350, the online Sale and Purchase Agreement is AED 50, and the AED 20 Knowledge and Innovation fee applies as usual. Motorcycles transfer for AED 200. New short plates are AED 35 and long plates AED 50 if the plates change. The buyer's insurance and the inspection fee sit on top, priced by the insurer and the test centre.

The 14-day clock

The signed online agreement is valid for 14 days. If the remaining steps — payment, insurance, inspection, registration — are not completed inside that window, the RTA treats the selling transaction as void and the process starts again. Fourteen days is plenty when both sides are responsive; it is not plenty if the car still has a bank mortgage on it or the buyer has not arranged insurance. Line those up before anyone signs.

Outside Dubai

The same transaction runs through each emirate's own traffic department — Abu Dhabi through TAMM and Abu Dhabi Police, the northern emirates through the Ministry of Interior's channels. The federal overview on u.ae's vehicle registration pages lists every emirate's channel and the document requirements, which are the same in substance: identity, insurance in the buyer's name, a passed inspection where required, and no outstanding fines.

Buying used? Check the tyres before you agree a price

Two tyre facts change the arithmetic of a used-car purchase in this country. First, the inspection the car must pass to transfer will fail tyres worn below 1.6 mm or older than five years from manufacture — the age is moulded into the sidewall, and reading the DOT date code takes thirty seconds. Frequently asked questions

Can the buyer keep the seller's plate number?

Plate numbers belong to their owner, not the car. By default the seller keeps or returns the plates and the buyer takes new ones; a plate can be transferred with the car only if the seller explicitly includes it in the transaction.

Does the car need a fresh inspection even if the registration was renewed recently?

An ownership transfer generally triggers its own inspection requirement for used vehicles, separate from the annual renewal test — only vehicles new enough for the exemption skip it. Treat the recent renewal as a good sign about the car, not as a substitute for the transfer inspection.

What if the buyer never completes their side?

The online agreement expires after 14 days and the transaction is void — the car remains the seller's, along with everything it generates. Until a transfer is fully complete, do not hand over the car: possession without ownership is exactly the situation the process exists to prevent.

Can I sell a car that still has bank financing on it?

Not while the mortgage is registered against it. The loan has to be settled and the mortgage released — or the financing formally taken over by the buyer through the bank — before the transfer can go through. Start that conversation with the bank before listing the car.
